Implementation of Apia and ApiaDocumentum in the Ministry of the Interior
In September 2011, a specific inter-institutional cooperation agreement was made between the Ministry of the Interior and the Agency for the Development of the Government of Electronic Management and the Society of Information and Knowledge (AGESIC for its acronym in Spanish) to implement the electronic file in said state agency.
At the meeting, the agencies established a scope for joint action in activities concerning both entities as well as those of interest to the State and its citizens. AGESIC acquired Apia and ApiaDocumentum – which are provided by STATUM – thanks to the International Public Tender No. 02/2009 that will not only enable the implementation of a management system for administrative procedures in the abovementioned institution, but also in all the Uruguayan State.
In the Ministry of the Interior in particular, cooperation between both entities has been planned for the e-management of police procedures, information security and, last but not least, digital identification.
According to the Minister of the Interior, Mr. Eduardo Bonomi, “We signed this agreement with AGESIC because it means the system and the staff will be prepared to work differently”. The executive director of AGESIC, Mr. José Clastornik, said that “Those who understand what is being accomplished and in all the instances that in can be applied take pride in this system that is in constant progress (…) we have a great work frame".
Advances in information and communication technologies facilitate the process and provide the Uruguayan government the possibility to offer more effective and efficient services. Such events not only improve the quality of communication, but also have a positive impact on the relationship between citizens and the Central Administration, where the autonomy and transparency intended to improve the functioning of social organization stands out.
Implementation of the project
The implementation of the project in the Ministry of the interior has the following stages:
a. Capacity building in the agency, change management process, training of staff – administrators and Help Desk personnel of the Ministry of the Interior – transfer of knowledge and customization, as well as the configuration of the Application.
b. Training of users who will use the Application in the Ministry, identified and selected within the framework of the implementation project.
The Ministry of the Interior will guarantee the availability of resources to train a work team including technical and functional staff, capable of adapting to the characteristics of the project. For this reason, it will be necessary to balance the computer knowledge and skills of the personnel. The process will begin after obtaining a list with the staff and the organization structure.
The implementation Apia in the Ministry of the Interior generates several work teams, among which some stand out: the hiring of a consulting service and consulting firm for the implementation and monitoring of the implementation in the agency, adding a permanent guide for the subsequent service delivery.
ApiaDocumentum: developed on Apia, 100% Web, O.S.: Linux, Web Servers, and Apache Tomcat and PostgreSQL database applications.
