Five New Procedures Can Be Started Online

Under the Online Procedures Program, Presidency authorities of the Regulatory Unit of Communications Services (URSEC for its Spanish acronym) and of the Agency for e-Government development (AGESIC for its Spanish acronym) gathered in the Executive Tower and introduced five new procedures that can be stated online through Apia Procedures.

According to the CEO of AGESIC, José Clastornik: “By 2018 we want citizens to have the traceability of 100% of procedures of the Central Government”. The procedures introduced by these agencies are the following: Application for recording in radio or TV, Monthly declaration of sales of radio equipment, Register/Unregister radio stations, Amendment of Shareholding Stake or Transfer of licenses for other Telecommunications services, and Transfer of Authorization or License for Audiovisual Communication Services.
The Online Procedures program is subject to the e-Government model stipulated by the United Nations. In this regard, authorities mentioned the following:
100% of the information is available in the website www.tramites.gub.uy (which is part of the first phase of the program, that consists on the public display of online information of all procedures); furthermore, there are 300 procedures -70% of the total volume- that may be started online in the future. This corresponds to the second phase of the program, the aim of which is to start procedures online.
The aim of the third phase is to complete the entire processing process, which the deputy secretary of the Presidency, Juan Andrés Roballo, plans to reach by 2020. So far, 21,600 procedures are being processed electronically. The fourth and last step is interoperability, i.e., that all State dependencies work as a unit. In this regard, authorities stressed that fifty thousand transactions take place every day.
AGESIC is currently supporting the Online Procedures program and will then work on 40 more projects in URSEC. According to Roballo, online procedures are closely linked to the life quality of people, cost and time reduction, and involves citizen accessibility and equity. In this regard, policies are consistent with the commitments made by previous governments, whose programs and subsequent actions allowed Uruguay to be the leader of the United Nations e-Government Ranking, to be ranked No. 26 worldwide and to be among the top 15 countries regarding Online Services.
This way, citizens will continue to improve their access to different public services and, in the near future, will be able to carry them out through electronic devices twenty-four/seven, any day of the year, from any corner of the country.
