Office of the Attorney General Starts Digital Management in Uruguayan Interior
Summary:
At the end of 2016, we informed that the Office of the Attorney General (FGN for its Spanish acronym) had begun implementing Apia and ApiaDocumentum together with Agesic and Stavros Moyal consulting company. In September 2017, the implementation of the non-accusatory module of the IT system of the FGN called SIPPAU began to take place in the offices of the interior of the country.

This module includes the files that are currently being processed and not those that will be processed under the new Uruguayan criminal process, as these will be part of a more advanced stage of the system, which is already being worked on.
SIPPAU allows all attorney offices to digitally manage the proceedings in all subjects and work with different documents. Some of SIPPAU’s tasks are to model and computerize work processes, receive criminal complaints or initiate of ex officio actions, participate in judicial processes and create investigation prosecutorial discretions.
SIPPAU will also have a victim and witness assistance module, where they will be able to check the progress of the investigation and take concrete actions for their protection, if necessary. Thanks to these technological changes, it will be possible to manage information that will allow criminological analysis, strategic criminal prosecution and prioritization, and formulation and monitoring of citizen security policies.
This software will be used by more than 230 officers working in the 33 offices in the interior of the country, who will have better access to information and greater guarantees in the fulfillment of their duties. For citizens, this implementation will mean more efficient file management.
First Data and Background
As notified by fiscalia.gub.uy, on its first day of operation, 3318 files were successfully created and 918 proceedings were registered. These figures indicate that the implementation has been successful.
Therefore, it is becoming evident that the paper culture in the public sphere is slowly being left behind. In this particular case, judicial files and rulings were recorded in paper format, with handwritten records in books. Officers had to transcribe all the information to text documents that stored the information produced in a numerical and correlative order. Some judges generated text documents that were printed and added to court records, with a copy being left in their court. As the formats used by prosecutors and officers were not the same, it was not possible to bind the annual products of each court. Furthermore, thematic searches (by author or by date) were carried out manually in the printed copies, which did not allow making statistical reports.
The new Criminal Code represents the main innovation in criminal procedural matters in the last 80 years. It provides valuable information on non-criminal proceedings in the following support areas: Gender, Victim and Witness Units, as well as Analysis and Context.
