Uruguay’s digital government is recognized in the 2025 regional cybersecurity report

Uruguay stood out on the regional cybersecurity map, according to the 2025 Report prepared by the Inter-American Development Bank (IDB), the Organization of American States (OAS), and the Global Cyber Security Capacity Centre at the University of Oxford.

The study evaluated more than twenty countries across Latin America and the Caribbean, placing Uruguay among the nations with the highest maturity levels in three areas: legal and regulatory frameworks, cybersecurity policy and strategy, and standards and technologies.The report applies the Cybersecurity Capacity Maturity Model (CMM), which measures each country’s development across five dimensions: policy and strategy, cyber culture and society, education and skills, legal frameworks, and technological standards. It also assigns a specific maturity stage to each subdimension, ranging from the most basic to the most advanced level.
Behind Uruguay’s performance is the institutional architecture of the Agency for Electronic Government and the Information and Knowledge Society (AGESIC). The National Cybersecurity Strategy, the Uruguay Digital Agenda 2025, and the Cybersecurity Strengthening Program form the regulatory and planning foundation supporting the operation of the country’s public digital ecosystem.
Within this structure, there are two main pillars: the National Computer Security Incident Response Center (CERTuy) and the Security Operations Center (SOC), both operating under AGESIC. These bodies are responsible for monitoring, immediate response, and coordination regarding cybersecurity incidents affecting public institutions.
The report also highlights Uruguay’s Cybersecurity Framework, a tool aligned with international standards that enables organizations to assess risks and strengthen their management systems. This framework is complemented by training programs, awareness campaigns, and initiatives aimed at promoting a cybersecurity culture in both the public and private sectors.
The role of international cooperation is also emphasized, providing technical and financial assistance while helping position Uruguay as a strategic partner in the region.
Although progress in cybersecurity knowledge and capabilities is recognized, challenges still remain. The training of specialized talent and the development of digital skills among citizens are identified as areas where the ecosystem’s maturity is advancing at a slower pace.
The report also highlights AGESIC’s role in protecting information within the digital environment.
