Official launch of Electronic File in the Ministry of National Defense
STATUM initiated the process for the implementation of Apia and ApiaDocumentum for the body

At the end of August 2019, the official launch of the Electronic File implementation project was carried out in six of the nine Executing Units of the Ministry of National Defense (MDN), an initiative aligned with Objective VII of the Uruguay Digital 2020 Agenda to achieve a integrated and intelligent government.
In this way, STATUM initiated the process for the implementation of Apia and ApiaDocumentum for the MDN within the framework of a specific cooperation agreement between the agency and the Agency for Electronic Government and Information and Knowledge Society (AGESIC) agreed in 2017 .
From the official page of the MDN, it was communicated: “It is essential for the institution to travel this path to align its processes to the Digital Government initiatives of the country”.
In that sense, the agency stressed that it has made “significant efforts” to have the connectivity and the processing and storage capacity necessary to carry out the Electronic File.
It adds: “The project involves, above all, a great institutional change and requires the active participation of all involved. During Phase 1, the capacities in the institution will be generated to allow the system to continue and implement in the Armed Forces ”.
The initial scope of the project will cover six Executing Units: General Secretariat, Military Health, General Directorate of Services, Retirement and Pension Services, National Directorate of Civil Aviation and Aeronautical Infrastructure and the General Staff of Defense.
Together, these Executing Units create 33,000 files per year, according to the average of the last five years. Of these, there are 180 different types that will be contemplated by the tool developed by STATUM.
The implementation of the computer system involves the training of 60 employees directly by STATUM technicians. The scope of the consultancy also implies the general instruction of 400 officials that will be carried out by the agency's trainers and by the officials who will exercise the roles of administrator and help desk.
ApiaDocumentum is a solution designed to manage files, documents and workflows, supported electronically. Its objective is to eliminate paper support, improve service quality and achieve transparency and democratization of information.
