ApiaDocumentum and ApiaTrámites Implemented in Paraguay

At the end of 2019, STATUM won a tender to implement ApiaDocumentum and ApiaTramites in the Ministry of Information and Communication Technologies of Paraguay. Three months later, the Uruguayan company already has part of the project in production regarding the receipt of documents.
Paraguay aims to reach 2023 with almost 40% of the procedures of its central administration online, for which it received a loan from the Inter-American Development Bank for US $ 130 million. The Ministry of Information and Communication Technologies is the first body, but the objective is to cover the entire public administration.
The Paraguayan government identified that currently only 62 out of 1,006 of the public procedures are offered online (6%) and that a citizen carries out, on average, 260 procedures throughout his life, for which he personally transfers to different institutions.
The program that begins with ApiaDocumentum and ApiaTramites, allows to reduce the presence of the citizen in public offices - this is especially important in geographic areas without too much walking and far from populated centers -, while the paper support is eliminated, the quality of service and information is democratized.
"This will help increase transparency in the management of state institutions and will generate significant time and money savings for the state and citizens", the Paraguayan Ministry of Information and Communication Technologies website reads. The services most in demand by citizens will be digitized, for example, certificates of studies, police records and proof of birth certificate.
An official delegation arrived from Asunción to Montevideo in January 2019 to learn about the experience in the area of agenda and government. The representatives approached different initiatives developed by AGESIC, such as the Online Procedures program and the unified government portal.
ApiaTramites allows in an easy, intuitive and dynamic way to carry out the implementation of the Online Procedures for the interaction between the citizen and the organization, with an "agile methodology" that allows the municipal officials themselves to get involved in the definition and parameterization of the procedures, appropriating the knowledge of the implantation for the subsequent maintenance with its own resources.
ApiaDocumentum is a solution designed to manage files, documents and workflows, supported electronically. Its objective is to eliminate paper support, improve the quality of service and achieve transparency and democratization of information.
