MTOP speeds up the toll bonus process thanks to an improvement made in APIA

The toll bonus process, managed by the Ministry of Transport and Public Works (MTOP), has been subject to a complete update thanks to the joint work with statum and Fx2 Software Factory. This benefit, aimed at residents or workers in areas near the tolls, covers the total or partial reduction of usage fees, simplifying the process for both, citizens and concessionaires.

The procedure includes multiple options, such as initial applications, renewal of the benefit, changes of plates or vehicle and the addition of new documents. The regulatory grounds for accessing the benefit are varied: permanent residence in areas close to the toll, working within the region entitled to the bonus, or the activity of professional cargo and collective passenger transportation companies. The bonus, which may be granted for a maximum of three years, depends on the documentation submitted in each case.
Prior to this update, applications were sent via e-mails to the concessionaires, which made it difficult to process and follow up. “This year we have automated the process on the providers' side. Before, the process generated an email that was sent to the concessionaires such as Ciemsa or Consorcio del Sur. Each one handled the data manually, sometimes with Excel spreadsheets or physical folders,” explained José Russomano, from Fx2 Software Factory.
The implementation of the ApiaTrámites platform revolutionized this system by allowing requests to be handled automatically. Now, when a citizen uploads the information, a digital flow is triggered that processes the documentation in a structured and centralized way. “This eliminates common problems, such as the loss of mails due to very heavy files or delays in receiving requests,” Russomano detailed.
Another highlight of this modernization is the optimization of response times. Automation not only reduces intermediate steps, but also allows for more effective supervision by the MTOP, which ensures that concessionaires comply with deadlines and regulatory requirements. “Currently, citizens upload their request and the system ensures that it goes directly to the correct area of the concessionaire, significantly improving efficiency,” he added.
