Uruguay designs its sixth "Open Government" plan with a focus on inclusion and technology

The Agency for Electronic Government and the Information and Knowledge Society (Agesic) held the first round of the third roundtable discussion of the Sixth Open Government Action Plan on June 9.

The meeting, titled "Open Government: Democracy, Civic Space, and Digital Governance," brought together representatives from the State, civil society, and academia.
The objective was to advance the development of public policies aimed at strengthening democracy, citizen participation, and transparency.
Daniel Mordecki (Agesic), Analía Bettoni (Institute of Communication and Development), and Sebastián Valdomir (Chamber of Representatives) attended the opening ceremony.
Mordecki emphasized that this process constitutes a concrete exercise in transparency and digital inclusion. He stated that "the State must guarantee the digital inclusion of all people without compromise."
Bettoni emphasized that an open government must ensure "freedom of expression, peaceful demonstration, and association" as fundamental rights.
Valdomir reaffirmed Parliament's commitment to a robust plan, focused on substantive issues and coordinated among institutional stakeholders.
During the roundtable discussion, potential initiatives were identified for inclusion in the Sixth Plan, with implementation expected in the next four years.
Process Structure and Open Participation
The co-creation process will run until August 2025, under the coordination of Agesic and the Open Government Working Group.
It includes four stages: submission of proposals, co-creation of commitments, public consultation, and approval of the final plan.
The first two phases are currently active, with roundtable discussions and the collection of digital proposals. Participation is open to individuals, civil society organizations, the public and private sectors, and academia.
Digital Platform and State Modernization
The transformation toward an open state relies on technological solutions that facilitate citizen interaction.
Within this framework, tools such as ApiaTrámites, developed by STATUM, enable the comprehensive management of online procedures.
This platform integrates key services such as payment gateways, digital signatures, tracking, scheduling, electronic notifications, and document management.
It operates under usability and accessibility standards and is linked to the State Interoperability Platform. These features make it possible to evolve toward more transparent and efficient systems, in accordance with the Digital Government model.
File Digitization and Paperless Management
Another solution that accompanies the state's transformation is ApiaDocumentum, a tool for managing electronic files.
It allows for the digitization of documents, reducing copies, minimizing paper use, and optimizing access to public information.
Its implementation seeks to improve the connection between agencies, as well as enhance transparency and efficiency in the administration.
It is designed using open technologies and interoperability standards and complies with the legal requirements established by the Uruguayan State.
Its functionalities include the ability to manage parallel routes, business rules, and dynamic forms associated with each process.
