Agreement between the Council of San José and Agesic to implement ApiaDocumentum has been signed
Summary:
On December 2015, the Cooperation Agreement between the Departmental Council of San José and the Agency for e-Government and Information Society (AGESIC for its acronym in Spanish) was signed, laying the foundations for the implementation the Electronic File.
Information:
The President of the Departmental Council, Dr. Sebastian Ferrero, and the Secretary General of the Presidency, Mr. Diego Pastorin, were present at the signing.
According to Dr. Ferrero, “the Uruguayan Government has a concrete expression through the government branches, the comptroller agencies and the institutions that compose it, and can be seen in the lives of the people through the public transparency policies of its processes and the efficiency of its methods, which is why its reform is possible.”
The digital dimension is part of the State Reform concept, which is made up by the technologies directly associated with what today is considered as “a lowest common denominator crosswise” the whole structure that forms the social community of Uruguay.
During the first months of 2016, around thirty officials will be trained in order to implement the last version of ApiaDocumentum in the Departmental Council of San José. The outstanding feature of this event is that the abovementioned legislative agency is going to be able to exchange electronic files with the Municipal Government of San José, which has already implemented the system.
Mr. Diego Pastorín stated that: “It is a pleasure to sign this collaboration agreement, a joint initiative of the Departmental Council and the National Government. These improvements directly benefit the citizens, and Agesic has the specific goal of reaching all departmental governments throughout the country." He also mentioned that the technological improvement used in the Uruguayan Government is “an asset that results" in a benefit for the entire civil society, by providing the same advantages to the people in the interior of the country in order for the decentralization of the state bureaucracy to occur.
“This is achieved through e-Government, so that citizens do not have to lose half a day's work to do paperwork in the capital of the department. This is a clear goal that, without a doubt, with the implementation of the Electronic File becomes critical.”
