Within the framework of the objective proposed by the Executive Branch in the last two periods of government - which was to reach 100% of online procedures - this initiative was implemented by AGESIC together with STATUM. Goals of great importance for the present and future were set, which are to automate the start of 20 procedures in limited time and to automate 1200 procedures gathered in the Public Administration and the Presidency.
As in the Electronic File program, a start platform that allows speeding up the deployment of the online procedures of the agencies and correcting integration issues that are common to all of them was developed.
To achieve this, Apia Procedures, the platform that will provide the mechanisms and functionalities required to publish the procedures and interact with its components – citizens and the portal of each agency – , was applied.
Other components of great relevance are user identification, traceability and routing of procedures, electronic file, secure web services, digital signature, payment gateway, notifications and schedule.
The agencies that do not have any of these modules may request availability at AGESIC.
The new Apia version includes a scheduler, a calendar and captcha for confirming requests, among other things. These elements are important for the procedure forms that will interact with corporate schedules. The creation of automatic PDFs and advanced capabilities for working with business rules were also included.
Another outstanding addition is the Apia Chat, which allows chatting with the help desk or providing citizen service, as well as interacting when surveys are carried out in order to evaluate the service of the agency.
Thanks to the addition of components common to all online procedures and the technical requirements, the process is transparent to all state agencies, consultants and citizens.
