Interoperability in Uruguay

Interoperability plays an extremely important role in any State, since it changes the administration model: instead of being focused on the implementation of a process or task, it focuses on the final user and the level of service to be provided.

Interoperability is a central axis of transformation of management and is a key goal that has been proposed Agency for the Development of Electronic Government and Information Society and Knowledge (AGESIC) in our country.
The proposal is based on the concept of "network government" which should be able to position the technology as a strategic tool and as a "facilitator for public service innovation and productivity growth." To do so, the Platform for Electronic Government (PGE) AGESIC includes the Platform for Interoperability (PDI) whose objective is to facilitate and promote the implementation of eGovernment services, through the application of information and communications technology (ICT) running the public sector.
To meet this goal, the system provides mechanisms to "simplify integration between state agencies and optimize the use of their assets."
Interoperability platform provides infrastructure (hardware and software) and utility services able to reduce the complexity of implementing services to the public and accessible within the state. It also provides ideal to implement composite services, which are based on those offered by different agencies, standardizing and integrating information from these technical mechanisms.
From the technological point of view, the interoperability platform enables "agencies provide their business functionality through software services independently of the platform on which they were implemented. To do this, agencies must use standardized protocols. "
As the Central Administration is modernized, citizens will know the tools that exist, so it is not necessary to know the structure of government to use its services. In addition, they will have interconnected and interoperable services capable of facilitating navigation.
The sum of the technical, semantic and organizational perspective, we results governance capacity, ie the mechanisms, processes and rules are cashed through which the administrative economic authority, policy and organization is exercised and at macro levels, of an entire country.
