The tool selected for these purposes is ApiaTrámites, a platform that allows in an easy, intuitive and dynamic way to carry out the implementation of Online Procedures for the interaction between the citizen and the organism, with an "agile methodology" that allows the officials themselves of the intendancy are involved in the definition and parameterization of the procedures, appropriating knowledge of the implementation for the subsequent maintenance with their own resources.
During the "initial pilot project" the following online procedures were implemented: 1) Return of Property Titles; 2) Placement of Public Lighting Peaks; 3) Return of Money by Contribution; 4) Claims for the Lighting Rate; 5) Application for Change of Name of a Census; 6) Enabling Urban Viability and 7) Information on Debts requested by notaries.
The IT Director of the Intendancy of San José, Martín Ponzetti, stressed that "this is the first step towards a single window of procedures of the Intendancy". He added: "It is a commitment we have for the end of the period of government." The objective, in his words, is "ambitious", since, in total, the platform built with ApiaTrámites must include 196 procedures.
The system allows to decentralize services, improve transparency, optimize and improve the management of services. In this way, it also improves the relationship with the citizen, who can enter an application from anywhere and at any time. In particular, it includes the possibility of making online payments. For the procedures that have cost, the following means of payment were enabled: ANTEL, Abitab, Banque Heritage, Banred, BBVA, BROU, Banco Santander, Uruguayan Post, Banco Itaú and Redpagos.
At a press conference during the launch of the Online Procedures Program, the General Secretary of the Intendancy of San José, Ana María Bentaberri, highlighted the progress made in coordination with STATUM and AGESIC (Agency for Electronic Government and the Information Society and the Knowledge) to "improve the processing of the Intendance, with the aim of improving the relationship with the citizen".
Citizens who want to use the electronic tool must register on the site mi.iduruguay.gub.uy to obtain their username and password at the national level to carry out any procedure with the State. With these data you can start the process of your choice on the page of the Intendancy of San José, entering the menu "Attention to the citizen". There you must select "Services" and finally "Paperwork Guides". In addition, the user can track their request online.
Apia in San José
The commune and STATUM began their fruitful relationship in 2015, when the ApiaDocumentum Electronic File System was implemented in the framework of the agreement signed with AGESIC, which has provided "more security" and which has "saved a lot of time". And later in 2017 it has already been updated to the new ApiaDocumentum 2.0 version. With ApiaDocumentum not only has greater decentralization been achieved, but the costs corresponding to paper impressions and transfer of files have been reduced.
