National Integrated Care System enabled four online procedures
Summary:
The platform developed by STATUM, 100% aligned to the Online Procedures Model of AGESIC, provides the mechanisms and functionalities required for agile interaction between the citizen and the agency.
Information:
The National Integrated Care System, which operates within the scope of the Ministry of Social Development, joined the Online Procedures Program at the national level. In this way, since the end of December 2018, the possibility of carrying out four procedures through its website (sistemadecuidados.gub.uy) and the unified portal of procedures of the Uruguayan State (www.trámites.gub.uy) has been enabled. This is another milestone in the work started with STATUM and the Agency for Electronic Government and the Information and Knowledge Society (Agesic), aimed at enabling citizens to carry out different procedures without having to go to an office.
The tool selected for these purposes is ApiaTrámites, a platform that allows, in an easy, intuitive and dynamic way, to carry out the implementation of Online Procedures for the interaction between the citizen and the agency, with an "agile methodology" that allows the officials themselves of the organism are involved in the definition and parameterization of the procedures, appropriating knowledge of the implementation for the subsequent maintenance with their own resources.
"It's a tool that already has a lot of support. It is natural that we take advantage of its advantages. There are the conditions given so that the inconveniences that can be had when evolving with a procedure can be avoided", commented Julio Pérez, technician of the Integrated National System of Care.
This body has the objective of generating a co-responsible model of care, between families, the State, the community and the market within the framework of the provisions of Law N ° 19,353. In this sense, the procedures implemented are the following:
Consultation on the status of the procedures: any person who has entered a procedure to the SNIC (for example, a application to a service or a course), can now see the status of your request.
Update of contact data: the user can self-manage their personal data (telephone and address).
Consultation of providers of the SNIC: for now available only for the providers of Home Telecare.
Self-postulation: people interested in training in Dependent Care and / or Early Childhood Care can enter their application online
The system allows to decentralize services, improve transparency, optimize and improve the management of services. In this way, it also improves the relationship with the citizen, who can enter an application from anywhere and at any time. "(The system) not only brings the weight to the call center and balances the work so that officials are more liberated, but it also provides the benefits of comfort and speed", Pérez said.
The technician stressed that new procedures will be added in the course of 2019 with the aim of building a more robust and accessible Care Portal; likewise, it is foreseen that ApiaTrámites will be extended to the entire Ministry of Social Development.
Pérez added: "The work with STATUM was very good; He fulfilled everything as a supplier".
