New facility to carry out procedures in URSEC
SUMMARY:
STATUM and the Communications Services Regulatory Unit (URSEC) have made progress in the Online Procedures project to facilitate remote access for citizens.
DETAILED DESCRIPTION:
The URSEC is a public body responsible for the regulation and control of activities related to telecommunications and postal services. With the STATUM platform it was possible in 2009 to consolidate a success story linked to the entity, since it was able to satisfy the demands of the regulatory unit thanks to a system that organized the rules of its operation and regulated the activities of the different offices.
It was also possible, among others, to systematize the work processes to make them consistent with the organizational structure of the institution. Likewise, an information exchange and management system was established between internal offices and users, combined with adequate verification, monitoring and control processes.
In this case, the Claims procedure for consumers of telecommunications and postal services received an update that added the option of a virtual conciliation hearing to resolve claims between operators and citizens remotely.
To start the online procedure, the interested party must choose the type of operator (mobile telephony, international telephony, TV subscribers or internet or postal services or resellers) and must have the documentation scanned in the requested formats. The documentation is then evaluated by the agency and, in addition, queries can be made to the WhatsApp number 091 671 177.

It is also important to mention that closing the year 2020, the URSEC added seven new online procedures, due to their inclusion in the Online Procedures Program nationwide.
WHAT IS ITS IMPORTANCE?
In total, there are already 52 enabled on its website (ursec.gub.uy) and on the unified portal of procedures of the Uruguayan State (www.trámites.gub.uy). In this way, URSEC, together with STATUM, are approaching their goal of 100% systematizing their online procedures.
The tool selected for these purposes was ApiaTrámites, a platform 100% to the Model stipulated by AGESIC, which allowed in an easy, intuitive and dynamic way to carry out the implementation in the Regulatory Unit for the interaction between the citizen and the organism, with a “methodology agile ", allowing the agency's own officials to get involved in the definition and parameterization of the procedures, acquiring knowledge of the implementation for subsequent maintenance with their own resources.
In November 2020, the following were specifically implemented:
- The Transfer of the Telecommunications Services License.
- Transfer of Shares or Social Quotas in Audiovisual Communication Services (included in law 19.307 for radio, open television and television for subscribers in its different modalities).
- Content and programming of Audiovisual Communication Services.
- Complaint of Consumers of Telecommunications and Postal Services.
IT IS USED?
Of these, the last one is the one with the highest volume of requests. It is the administrative procedure that must be initiated to determine the existence of a possible violation of the provisions of Law 17.250 and Decree 244/2000 and the corresponding measures to be adopted according to the law.
In December, three other procedures were made available to the public:
- Call and Renewal of Authorization for Audiovisual Communication Services.
- Radiocommunication Service Provision System.
- Application for a Radiocommunication Service License and / or Authorization.
For several years, STATUM has been working with the body. In 2009, the success story related to the systematization of processes was reported, which made the information management effective and regulated the activities of the different offices. In 2017, specifically on September 30, paper files stopped circulating and days later, they all became electronic. That year it also incorporated the concept of “From End to End” procedures, optimizing citizen interactions with the Central Administration according to the models stipulated by AGESIC. In 2019, another 7 procedures were added, training with special emphasis on the assembly of data packages to export information between different environments.
