Local government of Tacuarembó will be the first to incorporate ApiaDocumentum

ApiaDocumentum is a solution that was integrated to digitize document processing. The project will cover the Local Government and the Departmental Board as well as the municipalities of Ansina, Paso de los Toros, San Gregorio and Cuchilla de Caraguatá.
Tacuarembó's local governor, Wilson Ezquerra, highlighted the impact that this change represents for the departmental public administration due to the improvements that it will generate in terms of efficiency and security. “Today is the end of a phase and we are beginning to move towards the electronic file. The new technologies undoubtedly bring us other possibilities that provide greater security, more efficiency”, said Ezquerra, emphasizing that the digitalized document management will replace the paper system and will allow a more fluid relationship between the different government agencies.
For Ezquerra, this transformation not only streamlines internal processes, but also improves service to citizens. In explaining the advantages of the electronic file, the local governor said that the citizens will be able to follow the status of their files in the future.
“In subsequent steps, citizens will also be able to access electronic files, their location, how it is progressing,” explained Ezquerra, noting that this transparency will allow citizens to know the status of their procedures in a more efficient and accessible way.
This project is supported by the Agency for e-Government, Information and Knowledge Society (AGESIC), the agency in charge of developing digital solutions for public administration.
For AGESIC, Tacuarembó's project represents a relevant advance, given that it is the first local government in which the implementation of a digital file system is financed. “For AGESIC it is a strategic project, not only because it is the first project that AGESIC finances as a departmental government in a file implementation, but also because of the importance that Tacuarembó has as a departmental government,” said Verónica Valassi, coordinator of Internal Cooperation of the agency. Valassi thanked the joint work of the departmental authorities and the technical teams that are carrying out this implementation.
The adoption of the digital file marks a structural change in the administration of documents and records in Tacuarembó. The digital platform makes it possible, for example, to digitize physical files, manage information and ensure the traceability of each document.
Files will be accessible in real time for different agencies and, through interoperability, can be exchanged between government agencies immediately and safely.
A core feature of the digital file system is information traceability, which ensures that every action is recorded, from origin to final receipt. This allows authorities and citizens to know the document's trajectory, the dates of each action and its authenticity.
In addition, the system meets high security standards, including the digital signature of each action, which ensures the integrity of the file and the validity of each record.
Rosana Grosso, project director for PwC, the consulting firm participating in the implementation, said that this project will be developed progressively. The specialist added that the team will accompany municipal officials to provide training and support during the development, which is estimated to take three or four months.
