Apia and ApiaDocumentum in the Attorney General's Office
Summary:
After receiving training, the Attorney General's Office started the implementation project along with Agesic and the consulting firm Stavros Moyal. Under the agreement entered into with Agesic, the Attorney General's Office (FGN for its Spanish acronym) will implement Apia and ApiaDocumentum.
Information:
The FGN is a decentralized service that exercises the duties of the Public Prosecution Service, as determined by the Senate and the House of Representatives of our country.
It has 20 national criminal prosecution offices, two prosecution offices for organized crime, two prosecution offices for criminal prosecution, six prosecution offices for domestic violence, two customs prosecution offices, and three civil prosecution offices in Montevideo. In the interior of the country there are offices in the most populated towns that deal with all matters within their jurisdiction.
The AGESIC-FGN agreement sets the conditions for implementing the application in the agency mentioned above and using such application and the interoperability provided by the Electronic Government Platform in its facilities.
So far, judicial files are submitted to prosecution offices in paper format, and most of them are manually recorded in the books. Advisory opinions of prosecutors are also hand-written directly in the proceeding folios of the file in the Judicial Branch.
Officials have to transcribe the opinions in text documents that chronologically gather the opinions produced, numbering them correlatively. Some prosecutors write their opinions directly in text documents, which are printed and added to the judicial files, leaving a copy of such opinions in their prosecution office. As the formats used by prosecutors and officials are not the same, it is not possible to bind the annual documents of each prosecution office neatly.
Moreover, searches by author or date have to be manually performed within the printed copies. Furthermore, due to the difficulties mentioned above, it has not been possible to make useful statistical reports.
Therefore, at technological level, the FGN seeks to improve its management through a software that modernizes the way it operates in order to meet the institutional objectives in a coordinated and efficient manner in all prosecution offices of the country, prioritizing the following goals:
STAVROS MOYAL Y ASOCIADOS is an association of university professionals and specialized technicians founded in 1978. Their aim is to provide audit and consulting services to important national and multinational companies. Their services – which have been awarded the Management System Certification pursuant to ISO 9001:2000 – always meet the highest standards of quality and professional reliability.
It is also registered in the register of consultants and auditors of main international organizations (IDB, World Bank, European Commission for Development, etc.) and is registered in the Auditors Registry of the Central Bank of Uruguay and the Internal Auditing Office of the Nation.

- To have document management software specifically adapted to each jurisdiction.
- To form a stable group of trainers-replicators in the use of such software.
- To provide autonomous support and maintenance after the implementation.
