3rd Uruguayan Open Government Action Plan 2016-2018
Summary:
The 3rd National Open Government Action Plan 2016-2018 is the result of a process led by the Open Government Work Group composed of government, civil society and academia representatives.
Information:
Representatives of the Agency for e-Government development (AGESIC), the Planning and Budget Office (OPP), the Ministry of Foreign Affairs (MRREE), the National Institute of Statistics Unit of Access to Public Information (UAIP), the Open Government Network and the Political Science Institute of the Social Sciences School of the University of the Republic are involved in this plan.
The following challenges were set for this plan:
Furthermore, this 3rd plan could not be an isolated component of government planning; therefore, it had to fulfill the following conditions:
- Be in line with the country strategy regarding public policies, through commitments incorporated on the plans of each organization that can be carried out with the available budget and human resources.
- Continue with the commitments undertaken in initial phases during the 2nd Action Plan.
- Follow the principles of the International Open Data Charter, the final declaration of the Mexico OPG Summit 2015 on OGP – SDG (Sustainable Development Goals) and the work performed in the open data group of the Gealc Network.
In addition, the following tools have been added to make it easier for citizens to control public funds management:
- Government Procurement Observatory: 100% of information regarding government procurement of Central Administration agencies is displayed here. Link: http://observatorio.acce.gub.uy/eportal
- Transparency of State Project Portfolio: This tool allows viewing the progress of different programs. The "Citizen Watcher" and the "Open Government Watcher" have been implemented in the Planning and Budget Office and Agesic respectively with the aim of making State projects transparent.
National Public Information Access Request System: This tool can be used by all citizens to request access to public information. Such tool is in production in twelve mandatory subjects: ADME, ASSE, AGESIC, BCU, BHU, BROU, CASINOS, LATU, MVOTMA, Office of the President, UAIP and URSEC. Link: http://solicitudesacceso.gub.uy/

- Increase participation of stakeholders and government areas. Get all government branches and departmental and local governments involved.
- Include commitments related to Sustainable Development Goals in the plan.
- Strengthen the institutional design of the work group, which was addressed in an Executive Branch decree.
