Active Transparency Forum
Summary:
In August, the Forum on Active Transparency and Access to Public Information was held within the framework of the 10th Digital Government Conference. In this event, the "Active Transparency Situation in Uruguay" report was presented and transparency was discussed as key aspect in State management.

It is called "active transparency" because the information must be available regardless of whether or not citizens request it. This is one of the most prominent elements of the Access to Public Information Act No. 18,381.
Moreover, the report presented at the event by Mariana Gatti and Nicolás Texeira called "Active Transparency Situation in Uruguay" contains the results of the active transparency audit performed, from which the following data emerge: 40.1% of audited websites have a high degree of compliance, 46.5% have a medium degree of compliance and the remaining 13.5% have a low degree of compliance. This last category also includes organizations that do not yet have websites. It was also found that 51% of audited websites have a specific section or tab that addresses the transparency issue.
The following indicators were considered in the audit: organic structure, legal framework, functions, budget, acquisitions, statistical material of general interest, compensations and citizen participation mechanisms. It will soon be possible to read this report online for free.
After the report was presented, Raúl Oxandabarat stated on behalf of the Judicial Branch that, in favor of transparency, this office uses free software, sends electronic notifications to parties of trials and makes files available in their website.
The Judicial Branch also developed an application – which can be customized – that allows tracking files in mobile devices.
The event was also attended by representatives of the Records and Access to Public Information Center, a non-profit organization that promotes and defends the right to information, the freedom of speech and citizen participation. Based on these rights, this Center encourages, promotes, monitors and defends various specific human rights.
Regarding passive transparency, Roger Rodríguez from the Municipal Government of Montevideo, stated that this type of transparency is more challenging than the active one, because it implies having to answer what the public wants to know effectively, while agencies may omit certain data when under active transparency.
In this regard, the Municipal Government of Montevideo has begun working on processes to receive information requests and answer them within the established deadlines. To this end, a transparency agreement has been signed between all divisions of the organization.
As for active transparency, the Municipal Government is committed to publishing active transparency information in open data format.
