Digital Transformation: 1st Change Management Conference in Uruguay

The Online Procedures program emerged in 2015 as a result of Executive Decree No. 184/015. From that moment on, AGESIC has been working on a transformation process involving agencies of the Central Administration organizational structure.
Information:
This transformation process has been mainly driven by the incorporation of technology capable of replacing and streamlining the "traditional" procedures of the public sphere. One of the most important changes that emerge from it is the implementation of a work methodology to approach "Change Management", thus laying the foundations for a new interaction model between the State and the people.
Some of its goals are to encourage participation in projects for developing and implementing e-government solutions, to develop and manage specific plans at organizational levels, to promote management models, and to encourage an organizational structure focused on citizens.
Some of its main tasks are the following:
- Identify changes and organizational effects of E-Government and Service Improvement initiatives.
- Plan an appropriate strategy for approaching change in order to get the public agencies involved in initiatives promoted by Agesic to incorporate the changes.
- Design and execute participation, communication, training, selection, integration and support actions to mobilize the stakeholders involved in changes.
- Establish a link between and supervise technical work of consultants and external agencies hired to manage changes promoted by Agesic.
- Generate organizational capacity to manage changes in agency counterparts.
Nowadays it is easy to see how these actions were key in this change process, as they allowed to fulfill short-term objectives (e.g., all procedures can be started online) and to lay the foundations of credibility and trust that will support these initiatives to continue advancing in procedures from start to finish, where the work performed by STATUM in the Regulatory Unit of Communications Services (URSEC) stands out.
In this new context, a Change Management program was promoted. The 1st National Change Management Conference was held on October 5, 2017 in connection with the Uruguayan State Transformation called "The Opportunities of the Ineluctable."
In attendance were Marcelo Guinovart (Director of Agesic Organizational Transformation) – who spoke in the opening and highlighted the importance of a "community that addresses change management in digital processes for organizational transformation," – and Franco Pisano (Manager of Agesic Change Management Division) – who spoke about the opportunities that arise from the incorporation of technology in the traditional bureaucratic model.
Leonardo Schvarstein discussed the inevitable digital alteration taking over the public administration as booster of structural change by the Digital Government. Furthermore, he was in charge of a workshop in which he sought to apply academic concepts to the daily reality of individuals.
Regarding change experience, Elisa Martínez shared her work on the implementation of the National Electronic Clinical Record in healthcare centers. She stressed that change opportunity transcends computer equipment and should seek the construction of a health provider network that ensures continuity of care that allows improving knowledge management, transparency and work processes.
Lorena Viega, who is in charge of the Single Window Facility for Foreign Trade (VUCE), explained how they have been able to build a service including all state agencies related to foreign trade.
Roque Villamil, Manager of Computer Services of the Social Welfare Fund, and Daniel Surraco (Agesic Change Management Division) also attended this conference. The latter spoke about the Change Management Experience in the Online Procedures project, and made emphasis on the strategy for forming and consolidating cross-cutting teams in public agencies.
Danny Freira, coordinator of the UDELAR Organizational Transformation graduate course, was in charge of systematizing the main aspects that change management should consider, in order to plan how to continue with the digital transformation of Uruguay in the short and long haul.
The Change Management Model promoted by Agesic is defined on its website as "tools developed by the Digital Agency’s change management team to work within and outside the Online Procedure Program. The aim is to systematize, organize and unify the work of change management specialists during the different stages of a project." It is divided into four stages: 1. Log, 2. Feasibility Model by Area, 3. Change Management general model, and 4. Specific Change Management plan.
