Uruguay leads in Electronic Government according to the ONU
On August 3, the results of the ONU Electronic Government Survey 2018 were presented. In it, Uruguay reaches leadership positions for third consecutive edition.

The last results of the report prepared every two years by the Division of Public Institutions and Digital Government of the Department of Economic and Social Affairs of the United Nations, Uruguay was highlighted especially by the "Democratization of Digital Services".

In this report, which was launched on July 19 in New York, Uruguay also stands out for the milestone of leading, for the third consecutive year, the results of Latin America and the Caribbean, as well as integrating, for the first time, countries with "very high" electronic government index. Repeating position 34 globally, with the improvement in its score from 0.7237 in 2016 to 0.7858 in 2018, Uruguay is the most advanced group, made up of countries that exceed 0.75 in the index.
The presentation of the results was made in the assembly hall of the Annexed Executive Tower and the UN's Digital Government director, Vincenzo Aquaro, participated; and the Executive Director of Agesic, José Clastornik.
In his speech, AGESIC mentions again: "Clastornik indicated that this survey is useful to know Uruguay's position regarding a series of indicators and understand the evolution of Digital Government in the world." In this sense, he highlighted the improvements in the positions of Uruguay regarding the 2016 survey, as well as its inclusion in the D7 -the group of the most advanced digital countries in the world- ". All this information serves to demonstrate that there were good fundamental strategic decisions in the matter and a `continuity of transformation 'that involves everyone: government, companies, academia and civil society. Finally, Clastornik said that it is foreseeable that Uruguay will improve again in the next edition due to initiatives such as Online Procedures, Electronic Health Records and the unification of State portals.
The Digital Transformation as a tool for development
For his part, Vincenzo Aquaro structured his presentation in three parts. In the first, he explained the purposes of the survey, driven by resolutions of the UN General Assembly and with the aim of promoting digital transformation as a tool for development, cooperation and inclusion. In the second, he explained the methodology used in the preparation of the survey, emphasizing that it focuses on three major aspects: digital services, technological infrastructures and human capabilities.
In the third part of his presentation, Aquaro focused on an exhibition of the main results, especially in regard to Uruguay, highlighting its privileged position in the region and its inclusion among the countries of "very high level" in subject of Digital Government. Finally, he concluded his presentation acknowledging that these achievements of the country are due to a "holistic and strategic" vision, reflected not only in the Uruguay 2020 Digital Agenda, but also in the guiding principle of "Government of Cercanía".
