BCU joined the Online Procedures Program nationwide
ApiaTrámites is the tool chosen to contribute to efficiency and better relations with citizens.

The Central Bank of Uruguay (BCU) joined the Online Procedures Program at the national level. In this way, the possibility of carrying out five procedures through its website (bcu.gub.uy) and the unified portal of procedures of the Uruguayan State (www.trámites.gub.uy) was enabled. This continues the progress of the work begun with STATUM, aimed at allowing citizens to carry out different procedures without having to go to an office.
The Board of the BCU, in session 3.386 of October 3, 2018, recognized the efforts of the team responsible for the initiative, which was considered to contribute to efficiency and generate economies of scale, greater security in document management and the systematization of the procedures within the framework of continuous improvement and transversal work.
The BCU procedures that are available so far are the following:
- Interposition of administrative appeals against decisions of the BCU: procedure by which a person (physical or legal) challenges a resolution issued by the agency.
- Petitions and evacuations of views: presentation of a request for the execution or execution of a specific administrative act, as well as the evacuation of a conferred hearing.
- Agenda for the completion of procedures: request for agenda to obtain day and time, prior to submitting documentation in the BCU, according to the procedure to be performed.
- Consultation of electronic files.
- Registration of new entities (RNE): allows the registration of an application for the registration of entities in the financial system.
As steps to follow, Sebastián Sequeira, a reference for the implementation of ApiaTrámites in the BCU, determined the extension of the possibility of registration to the rest of the existing licenses through the RNE procedure and to attend other areas of the banking institution.
In this sense, Sequeira indicated that the tool has "very good acceptance", although no general evaluation has yet been made. Regarding the work in conjunction with STATUM, the official said that "it has been very good" as in previous projects.
ApiaTrámites, the platform developed by STATUM, 100% aligned to the Online Procedures Model of AGESIC, provides the mechanisms and functionalities required for agile interaction between the citizen and the agency. It allows the agency's own officials to be involved in the definition and parameterization of the procedures, appropriating knowledge of the implementation for subsequent maintenance with their own resources.
The system allows to decentralize services, improve transparency, optimize and improve the management of services. In this way, it also improves the relationship with the citizen, who can enter an application from anywhere and at any time.
