Officers of Uruguayan Citizen Service Centers Trained in Event That Included The Online Procedures Program
The training event included the Online Procedures Program and was attended by 25 officers of Citizen Service Centers.

Officers of Citizen Service Centers from across the country attended a training event given by the Agency for eGovernment, Information and Knowledge Society (Agesic.) The activity was focused on the Citizen Assistance model and the creation of Usuario gub.uy (gub.uy user.)
Usuario gub.uy is a system that allows accessing the Uruguayan government digital procedures and services -especially those associated to the Online Procedures Program- by means of a unique user and password.
The platform developed by STATUM, fully aligned with Agesic Online Procedures Model, provides the mechanisms and functionalities for a quick interaction between citizens and agencies through the Uruguayan procedure portal (www.trámites.gub.uy.)
25 officers of Citizen Service Centers located all across the country at offices of the Ministry of Education and local governments, as well as Post offices, attended the event. During two days, members of the Citizen Assistance team shared knowledge on community assistance practices, Online Procedures Program training and creation of Usuario gub.uy.
This activity was part of the Citizen Assistance annual strategy aimed at training officers of more than 130 centers on an ongoing basis. So far, more than 250 officers have been trained on community assistance and digital services.
Online Procedures is a program by the Uruguayan government. Its purpose is to have enabled 100% of the central administration procedures to be fully performed online by the end of 2020. 76% of such procedures had already been included in the program by July 2019.
The ministries of Turism and Sports, and Education and Culture are the only ministries with 100% of their procedures online. Next will be the ministries of Employment and Social Security; Defense; Foreign Affairs; Industry, Energy and Mining; Housing, Land Planning and Environment; and Economy and Finance, which already have 90% of their procedures online.
The Online Procedures Program uses ApiaTrámites -a platform that allows a quick, intuitive and dynamic implementation for a quick interaction between citizens and agencies. This "agile methodology" allows the officers of the agencies to be involved in the procedure definition and parameterization process and thus learn enough about the tool to be able to perform maintenance activities on their own.
The system allows decentralizing services, improving transparency and optimizing services management. In this manner, the relationship between the agencies and citizens will also improve, as they will be able to perform any procedure from home at any time.
