Athlete's Card: a vital online procedure

The Athlete's Card required by article 447 of Law No. 18719 and its regulatory decree 274/017, issued by the National Sports Secretariat, is the only document that enables the practice of federated sports regardless of the level and discipline practiced.

To begin the process, the user only has to enter the site www.gub.uy/tramites/carne-deportista and start the process online. According to the website, the National Sports Secretariat through the Sports Medical Center will limit itself exclusively to approving the extremes that arise from the certificate of sports fitness, which will be issued by the health provider institution. The card is made free of charge and, in addition, it is possible to track it online until it is issued.

The procedure is accessible, digitally, for the population thanks to the project initiated by the Agency for Electronic Government and the Information and Knowledge Society (AGESIC) together with STATUM in the National Sports Secretariat, aimed at allowing citizens to carry out different procedures without the need to go to an office.

The tool selected for these purposes is ApiaTrámites, a platform that allows in an easy, intuitive and dynamic way to carry out the implementation of Online Procedures for interaction between the citizen and the organization, with an "agile methodology" that allows the officials themselves of the agency are involved in the definition and parameterization of the procedures, appropriating the knowledge of the implementation for subsequent maintenance with their own resources.

What is required of the user to obtain the Athlete's Card? You must submit what is indicated by the web form, including the necessary documentation for each sport in digital format, either scanned or photographed, followed by a letterhead from the club or federation to which it belongs, duly signed by the current authorities or player card. (current and in good condition).

“Having the Athlete's Card process online is vital, not only for the management of our body, but also because it provides security and availability for end users. Athletes from all over the country can complete the procedure in the same way. Formerly, both from Montevideo and the interior, they had to travel to the Sports Medical Center to do it. The reduction in time and management improvement was enormous”, analyzed Roland Giménez, head of the IT Department of the National Sports Secretariat.

The procedure in question is used assiduously, according to Giménez, depending on the time of year. The volume of applications grows during the passing and playing periods in certain sports. "It can be a procedure used hundreds to thousands of times a day", he said.

However, he has not calculated the annual volume. But since the start of this procedure, more than 60,000 requests have already been made. "We expect an increase over the figure to include chips from the interior of the country", added Giménez.
