New procedure: Authorization or renewal of armored vehicle
STATUM published a new procedure for the General Directorate for the Supervision of Companies.
STATUM and the Ministry of the Interior (MI) continue with Phase 2 of the implementation of the Online Procedures project with the publication of fundamental procedures for the General Directorate for the Supervision of Companies, an operational unit subordinate to the Directorate of the National Police, whose essential role is Private Security. In this case, it is an armored vehicle qualification or renewal.
The Private Security activity is not new in the country and consequently neither is its regulatory framework. We can point out that from the beginning the activity had rules that established what were the requirements that the interested parties had to meet in order to be authorized; what activities they could develop and what material means they could count on.
On the other hand, the General Directorate for the Supervision of Companies (DIGEFE) has national competence and its powers are the following:
a) Inform for the purposes of taking a well-founded resolution on the authorization of companies that provide security services; b) Process the authorization of security personnel dependent on the companies; c) Process, inspect and enable banking security systems, Public Companies and Financial Institutions in general, local, armored vehicles and all material or technical means that are necessary by the regulations.
d) Carry out the security inspections that it deems pertinent, or that are requested, making the corresponding technical reports; e) Keep the Registry of Companies and Private Security Providers and the Registry of Security Personnel; f) To substantiate all the administrative actions generated by the activities regulated in this Decree and other regulations in force or that are dictated in the matter; Among other provisions that can be consulted on its website: https://www.minterior.gub.uy/
WHAT IS THE IMPORTANCE OF HAVING THIS PROCEDURE ONLINE?
Thanks to the work started by STATUM and the Agency for Electronic Government and the Information and Knowledge Society (Agesic), it is possible that citizens can carry out this procedure without having to go to an office, which acquires special relevance if we take into account the current pandemic situation, in which it is of the first order to restrict social contact. It is also important to mention that this procedure aims to provide security companies with a new communication channel for the authorization or renewal of armored vehicles for the transport of valuables.

The aforementioned process is governed by the requirements established in Law 19,721 that regulates the work of private security.
WHAT VOLUME OF PROCEDURES OF THIS TYPE ARE CARRIED OUT ANNUALLY?
The General Directorate for the Supervision of Companies represents a large volume of procedures for the system. Phase 1, which included some procedures for this agency and others for the National Directorate of Police Education and the National Directorate of Scientific Police, responded since the end of 2019 to more than 20 thousand procedures.
The tool selected for these purposes is ApiaTrámites, a platform 100% to the AGESIC Online Procedures Model, which allows in an easy, intuitive and dynamic way to carry out the implementation of Online Procedures for the interaction between the citizen and the organization, with an "agile methodology" that allows the agency's own officials to get involved in the definition and parameterization of the procedures, appropriating the knowledge of the implementation for subsequent maintenance with their own resources.
