The Municipality of Canelones launches the 100% Online Construction Permit with its new ApiaTrámites platform

The Municipality of Canelones put into operation in a "100% online" manner the Construction Permit, the new procedure implemented with ApiaTrámites technology, the first instrumented by the commune and that provides all the efficiency for online payment and processing in 24 hours.

The ApiaTrámites solution and this specific procedure, launched since last October 12, allows users to manage the authorization to build, expand, reform or make modifications to constructions, as well as to regularize existing constructions throughout the department of Cannelloni.
“It is an absolute success. It is a substantive change in the management that I think the residents of Canelones deserved”, commented Loreley Rodríguez, director of Territorial Management of the Canarian commune.
The procedure, presented on October 27 within the framework of the Canelones Innova project, is available through the website servicios.uy. The way to manage it is for the technician to complete the data in the web form, accept the procedure required for the construction permit and provide the required documentation.
The commune requires that the person carrying out this procedure must be registered as a professional to carry out the process online and have a user on the gub.uy platform with a "certified" or "face-to-face" security level.
The system will save time for people going to the Canelones Intendancy to carry out this procedure. If the technician works or lives and works in the Center of Montevideo, it would save an average time of 50 minutes of travel by car, in addition to fuel. Everything is done online.
The procedure has nine steps online. According to information provided by the technician in the application, the computer system made with ApiaTrámites technology indicates whether the "automatic" or "conventional" processing corresponds. Those that are classified as automatic approval may substantially reduce management times to 24 hours to obtain the permit and also a lower cost for citizens (by 50%). The Canelones Administration estimates that 60% may be classified for automatic approval.
They will be able to access the automatic approval modality for new works, reforms or extensions for housing, of up to five housing units per register; up to 300 m² for non-residential use (they must also be undertakings that do not constitute a potential impact on land use, in relation to their scale and the effects on the surroundings and the environment) and regularization of works, when there are no infractions or tolerances are requested for minor or minor infractions.
“This is a milestone that will speed up many reforms that have to be made. It is a development that can be replicated in other departmental administrations. We are going to put it as a model for other departmental administrations”, commented Guzmán Ifrán, general coordinator of Decentralization and Institutional Strengthening of the Planning and Budget Office of the Executive Power.
These types of solutions have been very well received by the Chamber of Construction. Its president, Diego O'Neill, said at the launch of the process that this initiative "is a very good sign" for the department of Canelones to "invigorate investments." "We strongly support it," he added.
Also from the Society of Architects of Uruguay. Fernando Pereira was satisfied with this procedure, which will facilitate the task of many of his technicians. "This will allow people to be encouraged to participate in regularizations and not see the permit as a problem," he added.
For his part, the mayor of Canelones, Yamandú Orsi, recalled what the way of carrying out these procedures was before. “It was very complicated: folios, sheets, etc.,” he said, adding that this is not only aimed at large investors. “This is also for the common citizen, who is going to streamline the way to request a permit. It gives you agility and this is the permanent challenge, to work for the common good of the citizenry”, he concluded.
