This institute, created in 2014, has the purpose of regulating the planting, cultivation, harvesting, production, processing, collection, distribution and dispensing of cannabis. In addition, its objective is to "promote and propose actions to reduce the risks and damages associated with the problematic use of cannabis and monitor compliance with Law 19,172."

As the institute grew, the number of files that were mobilized by its offices increased in the same proportion. The solution of a digital system became essential because the volume of files was much more important, with many sheets. For this reason, in 2019 the decision was made to implement the electronic file.

After reaching an agreement with STATUM that authorized this organization to use ApiaDocumentum, said tool began to be implemented in August 2022.

The implementation resolved two core issues, said Jorge Roure, coordinator of the information technology area of IRCCA. In the first place, the eradication of the paper support of the files.

"There were many pages that were printed. Most of the files, which are cannabis projects, had 300 or 500 pages. Eliminating paper was essential," he commented.

The other central aspect to which the new technology contributes is the drastic reduction of times and deadlines. "It allowed parallel work," Roure said.

The 20 administrative officers who work at IRCCA handle files of different types. Among them, notes and trades, requests for public information, project audits, calls for evaluation of participation proposals, requests for cannabis projects, among others, stand out.

IRCCA valued another benefit provided by STATUM's technology: "This type of solution also guarantees higher levels of data security and provides greater flexibility and scalability to quickly adapt to changes in the cannabis industry and regulation," it noted in its website.

Trainings

In 2019, with the agreement already sealed, the training began. Some were at the STATUM offices and others at the IRCCA headquarters. In the instance, the STATUM employees instructed on each of the aspects of Apia and the IRCCA officials learned to use the tool.

The irruption of the pandemic slowed down the process, since there were other emergencies to attend to. When the health emergency was controlled, the training resumed.

"They recommended that we retrain and the training was done again in March and April 2022," Roure said.

The coordinator of the IT area of IRCCA assured that the experience was "positive". As he described it, the officials were very willing to learn how to use the tool.
