SUMMARY:

STATUM collaborates in the development of electronic government in Paraguay, in a project in which it works together with two partners from that country with a view to the next three years.

The development and establishment of electronic government implies the restructuring of public services that go from paper to digital format, which represents a challenge from the point of view of human resources, as well as the infrastructure of State agencies.

In the case of Paraguay, STATUM implemented in 2020 the electronic file system in the Ministry of Information and Communication Technologies (MITIC). Based on this success story, STATUM has managed to develop a system together with Excelsis and Konecta, two partners with which the Uruguayan company has managed to establish links.

The projected work scheme is that each of the implanting companies works on a batch of organisms assigned to them.

Excelsis works for the implementation of the electronic file system in the National Securities Commission. The objective of this body is to ensure the stability of the stock market, promoting its orderly, inclusive, competitive and transparent development, and contributing to the economic and social progress of the country.

Konecta is working in the Ministry of Urbanism, Housing and Habitat (MUVH). At the end of last year, the presentation of the implementation of the electronic file system in this body was made, which also has the help of MITIC for its development. The vice minister of MITIC, David Ocampos, said, at a press conference: "This act denotes the importance they give to the project, we highly appreciate this decision, that the MUVH enters the scheme. It involves many changes, but in the process they will realize the efficiency that this tool provides, such as transparency and productivity," said David Ocampos.

According to STATUM, the idea is for other organizations to join.

The implementation of these projects is expected to take about three years and it is estimated that they will be implemented in 20 agencies.

The development of these systems is a way to comply with the implementation of Law No. 6,562, called "Reducing the use of paper in public administration and its replacement by the digital format", or also called "Zero Paper".

These systems seek the efficiency of public spending, directing resources towards investment in more sustainable technological systems for the access and processing of documents in a simple and secure manner.
