DI.GE.F.E. adds a new procedure to audit security companies

The Ministry of the Interior and STATUM came together to develop a customized ApiaTrámites solution for the General Directorate of Business Inspection (DI.GE.F.E.), which expedites the control of private security in the country.

It all begins in 2020 hand in hand with the proposal developed by the Agency for Electronic Government and Information Society (AGESIC), through which a series of procedures were created for this body. Among them, the authorization or renewal of security companies and the authorization or renewal of guards for these companies.
Thanks to a rapid culture of digitization adopted by DI.GE.F.E., since 2021 different stages have been completed together with STATUM. In 2022, they managed to implement a web inspection process that helps control, in real time, whether security companies and their personnel meet the requirements as established in Law No. 19,721.
This procedure marks a milestone for DI.GE.F.E., since previously the inspection process was carried out using paper forms: a form was used to record the data by hand. Subsequently, these forms had to be transported to the headquarters of the Ministry of the Interior, where the data was analyzed internally and meticulously compared to determine if a guard was authorized or not. In the event that it was not enabled, a conversion to electronic format was carried out and the administrative procedure proceeded through communications via e-mail and/or in person, until the imposition of the sanctions or fine was achieved.
At present, the control is carried out electronically, generating an automatic process from the same data that was previously registered in the form. The portfolio official in charge of the task moves with an electronic device, such as a tablet or cell phone, to control. The person in charge of the audit can observe the alerts for non-compliance at the same time that he is executing the audit.
"It speeds up the process," said Christopher Daset, Assistant to the Inspector General and in charge of promoting the project by that agency of the Ministry of the Interior.
It speeds up the inspection process of a security company so much that what used to take about three years until the moment the fine was imposed, "now we can finish it in just over a month," he said.
The solution is a custom adaptation for DI.GE.F.E. of ApiaTrámites, of which Daset expresses: "As, as a rule, we have the email address of the company within the system, when an inspection is carried out, copies are sent to the contracting party, to those in charge of security of the company involved and also to the box constituted by the company.This gives guarantees, both to the General Management and to the security companies, who now have transparent, traceable and auditable processes at any time of their development, which improves the image of the Management to the citizenship," he declared.
In addition, the representatives and managers of security companies have a username and password in ApiaTrámites, which allows them to receive notifications from the Ministry of the Interior in the inbox of said tool in the event of irregularities.
The work of DI.GE.F.E. with STATUM
The process was put into production on August 2, 2022. After one year, a total of 15 officials have developed more than 250 inspections of security companies and more than 3,200 security guards have been controlled.
"This improves control over the companies," he declared.
Daset appreciated the coordinated work with STATUM to carry out this project. "It was excellent. They always supported us and there is a good work dynamic, ”he declared.
The work since 2020 with the company STATUM allowed DI.GE.F.E. acquire a dynamic to carry out more than 40 procedures: from the simplest, such as the declaration of a security service by companies, to some of the most complex, such as the authorization of a bank security system. During this year 2023, DI.GE.F.E. it hopes to implement various procedures, for which work has been done jointly with STATUM collaborators and its publication is scheduled in the coming days.
