The Comptroller General of the Republic (CGR) of Paraguay, in collaboration with STATUM and Konecta, has launched an electronic file management project, which went into production on November 28, 2023. This project represents a radical change in the management of administrative processes in the CGR, which impacts time and efficiency.
The CGR is a government institution whose main function is to supervise and control the economic and financial activities of the State and the organizations that comprise it to guarantee correct administration and transparency in public management.
Luis Parcerisa, from Konecta, described the stages and characteristics of the project. Since May 2023, he worked jointly with the institution's project team to plan and carry out the configuration of the system according to the functional and non-functional requirements obtained from the survey meetings and early stages of the process. The system was installed in the technological infrastructure managed directly by the institution's general technology department, following the strict security, integrity and confidentiality policies required by it.
More than 1,000 CGR officials were trained in the use of the new software over a period of two and a half months. This training included professionals from various areas such as auditors, lawyers and accountants, as well as the institution's support staff.
The CGR handles approximately 20 thousand files per year and generated more than 1,500 in the first 45 days of operation with the system. The integration of the STATUM system has contributed to eliminating paper in multiple processes, as well as improving the transparency and monitoring of the institution's processes. The adoption of electronic signature and electronic document management has replaced procedures previously based on paper documents.
For example, requests made to the administration and finance area and notifications to external organizations, which were previously made in writing, are now completely electronic. This maintains the legal validity of the acts, but speeds up process times by avoiding the transfer of documents and contributes to eradicating paper support.
The project has also improved interaction with citizens and transparency in the management of complaints. Through a form on the CGR website, any citizen can make an anonymous or nominated complaint. A file is automatically generated and human intervention and manual steps to complete the procedure are avoided. This form improves efficiency and transparency in management.
The success of the implementation is based on the solidity of the tool, the continuous support provided by STATUM, who works closely with Konecta consultants, as well as the commitment of the CGR's ICT team, who is accompanied and supervised throughout. moment by MITIC specialists.
