New procedure improves insurance filing and updating for transportation companies
SUMMARY:
As of early 2024, transport companies in Uruguay will have a completely digital tool for submitting and updating their vehicles' compulsory insurance. this process, led by the Ministry of Transport and Public Works (MTOP) and developed in conjunction with STATUM and Fx2 Software Factory, complies with e-government standards.

The digital procedure includes the presentation of three types of insurance that are essential for transportation companies: Mandatory Vehicle Insurance (SOA), Civil Liability Insurance and Maximum Civil Liability Insurance.
These documents are necessary to qualify the units registered with the National Transportation Directorate (DNT). Before digitalization, companies faced numerous challenges.
“Before, everything was done through multiple channels: physical folders were submitted, emails were sent or there were even cases in which the information arrived through different channels within the same ministry. This generated problems such as loss of documentation or difficulty in consolidating information,” explained José Russomano, from Fx2 Software Factory.
This fragmented process affected not only large companies with large fleets that required constant paperwork, but also smaller companies that had to navigate a cumbersome and unintuitive system.
Process innovations
With the implementation of ApiaTrámites, companies have access to a centralized system that allows them to submit information digitally and securely.
Russomano pointed out that one of the main advantages is the ability to bulk load: “Imagine a company that has 300 vehicles. To load one by one would be extremely inefficient. Now they can upload all that information at once. Meanwhile, smaller companies can opt for individual uploads, according to their needs”.
Benefits for companies and the State
The new system is a practical and agile solution for companies. Previously, the lack of a single channel for data entry made it difficult to manage large volumes of information, especially at times of insurance renewal. Now, the ability to centralize everything in a single system not only saves time, but also improves data accuracy.
The MTOP, in turn, benefits from a mechanism that facilitates the monitoring and control of enabled units. According to Russomano, “all insurance updates now go through this single channel, ensuring that information is accurate and immediately available for any audits or queries.”
Solution to longstanding problems
This change also eliminates recurring problems that affected the daily operation of the companies and the internal management of the MTOP. “Before, if the e-mails included very heavy files or there were errors sending them, the documentation might not reach the relevant area, which generated delays and complaints. Now, the entire flow is digital, which ensures that there is no data loss,” Russomano added.
In addition, the system allows the MTOP to have management indicators and usage analytics, tools that provide a comprehensive view of how the procedure is used. This helps identify areas for improvement and ensures that companies comply with current regulations.
