URSEC adds new procedures for the post office sector with ApiaTrámites
SUMMARY:
Communication Services Regulatory Unit (URSEC) has added a series of procedures for the post office sector to its digital platform, along with ApiaTrámites, the platform developed by STATUM.
INFORMATION:
The implementation of this technological solution allows post office operators to manage their authorizations in an efficient and centralized manner, comply with current regulations and optimize the institution's internal processes.
ApiaTrámites centralizes all the information of registered companies through integration with web services, allowing URSEC officials to manage procedures in an agile and orderly manner within a single tool. The platform also incorporates a payment gateway that allows users to pay the costs associated with the authorization and renewal of licenses within the same application process, which speeds up management times.
The implementation process of ApiaTrámites was carried out in two stages. The first, corresponding to authorization and renewal procedures, went into production on October 21. The second, which included modification and cancellation procedures, became available on December 11. This gradual approach allowed users and URSEC staff to gradually adapt to the new platform.
These are the procedures to carry out:
Authorization of the enabling license for the performance of postal activities.
Companies interested in rendering postal services must apply for the Authorization of the enabling license for the performance of postal activities, a procedure that grants the authorization and registration in the General Registry of Postal Service Providers. The license is valid for one year, in accordance with Section 28 of Law 19,009, and its cost is 10,000 Indexed Units (UI), which must be paid once the authorization has been granted.
To start the application, the company must register in the system through the gub.uy user authentication and pay an initial fee of 500 UI, which is required before the completion of the procedure. Once the license has been granted, the company is obliged to keep the information provided updated and, in case of any changes, it will be required to apply for the Modification of the enabling license for the performance of postal activities.
In compliance with Decree 353/023 of November 9, 2023, URSEC does not request additional requirements or documentation in physical format if the information can be obtained through secure digital means provided by other entities. In case of non-compliance, citizens may file complaints with the institution.
Other new URSEC procedures in ApiaTrámites
In addition to the initial authorization, ApiaTrámites allows managing other applications related to the rendering of postal services:
Renewal of enabling license for the performance of postal activities: it is a procedure carried out by operators whose license is about to expire. To do so, the company must be registered in the system and comply with the requirements in force. It costs 10,000 UI.
Modification of the enabling license for the performance of postal activities: it is used to update the information of the company registered in the system. It is free of charge.
Cancellation of the enabling license for the performance of postal activities: it allows the cancellation of the license when the company ceases its postal operations. It is free of charge.
Internal management processes
The system also facilitates the management of internal administrative processes for the regularization of the postal registry.
Revocation of the enabling license: it is a procedure that allows URSEC officials to revoke a license when it has expired or the company has ceased to provide services.
Alteration of postal certificate: it is a process that allows correcting data in the certificates issued when the information does not match the information registered in the system.
