Uruguay is making progress in the institutionalization of artificial intelligence with an approach that combines state planning and concrete developments.

In May, the Agency for Electronic Government and the Information and Knowledge Society (Agesic) created the Public Sector Strategic Committee for AI and Data, with the aim of ensuring policy coordination and the orderly implementation of projects. The decision is in line with the provisions of Law 20.212, which assigns the agency the responsibility of designing the National Data Strategy and reviewing the Artificial Intelligence Strategy.

The committee functions as a space for inter-institutional coordination. It is comprised of representatives from ministries linked to strategic areas, technical agencies, as well as the Personal Data Regulatory and Control Unit, the Ceibal Plan, and programs aimed at promoting technological innovation, such as Uruguay Innova.

Agesic coordinates and monitors the committee's tasks, with the support of a multidisciplinary technical team that advises, designs, and implements the stipulated processes. This role involves ensuring that AI and data strategies do not remain at the conceptual level, but rather advance toward measurable and auditable action plans. The meeting includes regular monthly meetings, in which priorities are defined and the progress of initiatives is reviewed. Extraordinary sessions are also scheduled when the agenda requires. Each meeting produces minutes, which are published on the agency's website, ensuring a public record of the decisions and commitments made.

The committee's composition is not static. This rotation ensures current representation from each agency and the updating of approaches as public policy in the area evolves.

Projects in Development

While the committee defines strategic guidelines, the local private sector is moving forward with concrete implementations of artificial intelligence applied to public management.

STATUM recently launched an intelligent assistant to automatically complete online forms using an image of an ID card or a utility bill. It also supports voice dictation for data, which improves accessibility and reduces loading times. The launch was announced publicly on April 28, 2025.

STATUM also launched a process generator powered by artificial intelligence. This system, based on a name, the responsible agency, a brief description, and the current regulations associated with the process, generates the entire process structure: from the steps and forms the user must complete to the internal tasks that public agencies must perform. This automation reduces the creation time of a process from several weeks or months to just one day. It is used as a tool to create preliminary versions of processes, facilitating the validation of requirements by institutional teams before going into production.

Another initiative presented by the company is Procesus, a platform that transforms descriptions and images—such as process flows created in other process design tools or flows created by hand on a sheet of paper—into natural language into business processes. The tool generates flowcharts, forms, and functional and technical documentation. It incorporates key performance indicators that allow for evaluating process efficiency and is supported by a low-code platform with more than two decades of experience in procedure and document management. The service runs in the cloud, with options that include a basic plan, a fully integrated plan with artificial intelligence, and an on-premises version, all of which offer a one-month free trial.
