The project, which utilizes the ApiaTrámites platform, arose from the need to eliminate a paper-based procedure that caused delays, errors, and overloaded the offices of the various university services.

Until 2024, employees interested in the benefit had to visit their offices in person, fill out printed forms, and purchase a physical stamp. This stamp was required to validate the sworn statement needed to access the system.

The process demanded precision: any error in the data meant restarting the process, reprinting the forms, and purchasing a new stamp, which added costs and wasted time.

The new system developed by STATUM now allows employees to complete the entire process online through the Personnel Self-Service Module (MAP). Furthermore, it also incorporates the option to pay the professional stamp fee digitally, through the payment gateway, without needing to purchase it physically.

The digital form pre-fills some of the available information, reducing errors and simplifying validation. Only in cases where supporting documentation is required—approximately 15% of applicants—will it be necessary to visit the personnel office for in-person verification.

The updated procedure includes five main steps: log in to the MAP (Personnel Management Platform), access the Sworn Statements section, complete the required information, pay the stamp fee online, and submit the form. Once submitted, the application is sent directly to the Central Service for Inclusion and Welfare system for review.

The benefit is intended for family members of technical, administrative, service, and teaching staff of the University of the Republic (Udelar) who do not have medical coverage through the National Integrated Health System or any other healthcare plan.

Those covered by the system will be able to access up to two mutual insurance payments during 2026. Those who already received the benefit in 2025 must renew their application on the new digital platform to maintain it.

With this tool, the University of the Republic (Udelar) is advancing its policy of administrative modernization and technological transformation, with solutions that aim to optimize internal management and streamline processes for its university community.
