STATUM supports advances in digital accessibility towards a more inclusive State
SUMMARY:
Global Digital Accessibility Awareness Day is an international initiative aimed at raising awareness of the barriers that many people still face when interacting with digital technologies, solutions, and services.
INFORAMATION:
Within this framework, the Agency for Electronic Government and Information and Knowledge Society (Agesic) promotes various lines of work to strengthen digital accessibility in the Uruguayan public sector through its User Experience and Accessibility team, adopting an approach that encompasses regulations, tools, monitoring, training, and support for public-sector organizations. One of the main milestones was the approval of Decree No. 406/022, which consolidated the national regulatory framework and established mandatory accessibility criteria for websites, mobile applications, and digital documents of public-sector organizations, in line with international standards.
At the same time, it promoted the Digital Accessibility Program, aimed at supporting organizations in the continuous improvement of their digital products and services. This process included the development of institutional improvement plans and the implementation of measures to identify and address accessibility barriers.
Among the solutions developed is the Digital Accessibility Observatory, a platform that makes it possible to monitor and assess the accessibility status of the State's digital solutions. According to the latest measurement reported by Agesic, 48% of institutional portals managed to reduce digital accessibility errors.
In addition, the Observatory received Ibero-American recognition as a Good Practice in Public Innovation for its methodology and approach, within the framework of the Ibero-American Public Innovation Network, promoted by the Ibero-American General Secretariat and Chile's Government Laboratory.
Furthermore, between 2023 and 2025, more than 400 participants took part in courses and training activities promoted by Agesic and focused on technical and communications teams from various public-sector organizations. These activities covered awareness-raising, digital documents, digital content creation, project management, and the development of improvement plans.
For STATUM, these advances are part of a broader context in which more accessible digital public services, better-managed processes, and digital documents designed to expand citizens' access to information and government procedures are being consolidated. For this reason, the company has also incorporated digital accessibility into its product. On its corporate website, the company presents accessibility and usability as components of a more equitable and user-friendly digital environment.
In addition, ApiaDocumentum 2.4 was launched with improvements that make the platform more efficient for everyday use and align it with accessibility requirements, an aspect that is particularly relevant for document management and digital file solutions used by public- and private-sector organizations.
