The Ministry of Labor of Paraguay implements electronic files

The Ministry of Labor, Employment and Social Security (MTESS), with the support of the Ministry of Information and Communication Technologies (MITIC), started implementing the Electronic File Management System with STATUM technology this week.

The main objective of this system, which is part of Paraguay's digital agenda, is to modernize the Ministry's administrative management through the digitalization of files by progressively eliminating the use of paper and improving the efficiency of internal processes.
The launching ceremony took place at the MTESS office and was attended by various authorities. The Minister of Labor, Mónica Recalde, highlighted that this project is a key step to improve the wat the Ministry functions and offer better services to citizens.
“We consider that this advance will be key for our management, improving the transparency and efficiency of our internal processes. It will also allow us to better measure our management indicators and provide better public services. As an institution in charge of watching over workers' rights, this is a significant step forward,” said Recalde.
The Vice Minister of Information and Communication Technologies, Juan Ardissone, highlighted the impact that this transformation will have on the public sector, not only in terms of efficiency, but also in terms of transparency and monitoring of administrative processes.
”The implementation takes the State to another level, allowing for greater traceability and optimization of internal processes. I welcome the fact that the Ministry of Labor is joining this digital transformation; hopefully other institutions will follow suit,” said Ardissone, alluding to the importance of more state agencies adopting similar systems.
The system not only seeks to reduce the use of paper, but is also designed to optimize the location and access to documents. Among the benefits highlighted are the possibility of tracing the path of files with greater precision — improving their tracking — and guaranteeing greater security in the handling of information.
According to the authorities, this will allow a faster and more efficient response to citizens' requests, while minimizing the risks associated with the loss or deterioration of physical documents.
The implementation process involved months of training for all MTESS officials, both at the central office in Asunción and in the regional offices, to ensure proper handling of the new digital platform.
“It is crucial that officials are prepared to make this leap towards the total digitalization of files, which will imply a new way of working that will undoubtedly bring multiple benefits for the institution and for citizens,” Recalde expressed.
In addition to Minister Recalde and Vice Minister Ardissone, other key figures from the Ministry were present at the event, including the Vice Minister of Labor —César Segovia— and the Vice Minister of Employment and Social Security —Verónica López— as well as general managers and directors from different areas of the MTESS. During the launch, the Ministry's commitment to technological modernization and continuous improvement of its internal processes was reiterated.
